Description Aerial views of the inauguration of Arthur H. James as Pennsylvania's governor outside the State Capitol building in downtown Harrisburg on January 17, 1939. James served as Governor from 1939-1943. Crowds of people gather on the steps of the Capitol, in the open area in front of the building, and on adjacent 3rd and State Streets. The ground is snow-covered. The Capitol, designed by architect Joseph H. Huston, is visible in its entirety, as is the area immediately surrounding it.
