The figure was created in France with twenty-six others by George Grey Barnard for the Pennsylvania State Capitol building, constructed from 1902 to 1906 after designs by Joseph M. Huston. Schoff, and two lunettes, sit above four panels depicting the Declaration of Independence, the Signing of the Constitution, and the natural resources of the State. The two medallions in the middle represent History and Education.
