The government wants men; and money must be used to secure them. I trust I am well enough known to you to merit your confidence in my present undertaking. As heretofore I desire to return to the field with a superior class of men, but to do so I must hold out inducements greater than those offered by other organizations. I appeal to your patriotism for pecuniary assistance, and shall always owe a debt of gratitude to those who now support me, be that aid ever so trifling. I have appointed Henry C. Townsend Esqr, 811 Arch St. treasurer of this fund. Your subscriptions should be sent to him as early as possible that I may be able to announce to the public the premium offered to recruits through your generosity

- Recruits wanted for the Second Corps! Now being raised to 50,000 men for special service under the command of Maj. Gen. Hancock. This is the corps commanded by the late Major General Sumner, at Fair Oaks, and through the Peninsula Campaign and at Antietam. It is the corps that under Major General Couch made the gallant assault against the enemy at the first Fredericksburg, and which under Major General Hancock, received the attack of the enemy at Gettysburg, on the 3d of July, capturing 34 stand of colors and several thousand prisoners; and again at Bristoe's Station, on the 14th of October, under Major General Warren, capturing 5 guns, 2 stand of colors and several hundred prisoners. Largest bounties paid to recruits enlisting in the following Philadelphia regiments: 106th, 69th, 71st, 72d, 81st & 116th U.S. bounty, $302 To veterans, $402 City bounty to recruits, $250. - Zouaves d'Afrique, Col. C.H.T. Collis This regiment is being actively recruited under the call from the governor of Pennsylvania, in response to the president's proclamation, for immediate active service. A fund which it is desired to increase to $5000, is being raised by subscription to furnish recruits an additional bounty for the support of their families until their pay from the government is received. At the request of the officers of the regiment, Henry C. Townsend, No. 811 Arch Street, has consented to act as treasurer of this fund, which will be used only for the purpose indicated, and as directed by the colonel of the regiment. The contribution of the patriotic is earnestly solicited
