The public building views include pedestrian and street traffic, the name of City Hall architect John McArthur Jr., and the motto "A Free Nation's Progress." City Hall image also contains misrepresentative views of other municipal- style buildings in the background. Arch comprised of the seals of the original 13 states bordered by abutments containing angels trumpeting "Liberty" and "Independence."
