Description
Right profile, bust-length portrait of the Massachusetts governor, abolitionist legislator, and Civil War Major General. Butler wears a mustache and is attired in a white collared shirt, a black bowtie, waistcoat, and jacket. While commander of Fort Monroe, Virginia, he declared African American freedom seekers as "contraband of war," providing the impetus for Congress to enact the Confiscation Act of 1861.
