Description Right profile, bust-length portrait of the Massachusetts governor, abolitionist legislator, and Civil War Major General. Butler wears a mustache and is attired in a white collared shirt, a bowtie, a waistcoat, and a jacket. Butler, while commander of Fort Monroe, Virginia declared freedom seekers as "contraband of war," providing the impetus for Congress to enact the Confiscation Act of 1861.
