To the citizens of Philadelphia. An appeal in behalf of the First and Twenty-sixth Wards. : That there will be no draft generally in Philadelphia is due to the enterprise and liberality of her citizens. In many wards the quotas have been entirely filled by volunteering. While this general result is most gratifying, the undersigned beg leave to state that the quota of the first sub-district (composed of the First and Twenty-sixth Wards) has not been filled ... Far poorer than their sister wards, with residents chiefly working-men, they have not been able to offer large bounties. ...
