Men of Philadelphia! Attention! : The Washington Legion Regiment, under my command, has been accepted for 3 years, or during the war. Col. Ruff has received orders to muster the regiment into the service at once, by companies. The regiment will be armed with the Enfield rifle Officers shall know and perform their duty I have served as an officer in the English Army for 18 years. I fought at Inkerman and at the Siege of Sebastopol, in the Crimea. There shall be no peculation of the soldiers' rations or clothing! I shall, myself, superintend daily, the issue of the provisions, so that every man who joins my regiment shall find in me a kind and affectionate father--all I ask in return is obedience, sobriety & courage Competent officers, of good education, with companies, will be received.
